Volkswagen Update: October 2018

Funding is starting to flow now, and 11 states have published and closed funding opportunities representing $159.76 million — with $50 million of that exclusively carved out for school bus replacement. Open, competitive opportunities are published now in Iowa, Illinois, New Hampshire, Pennsylvania, Tennessee and Utah. Additionally, Louisiana and Oregon are currently funding school bus replacement programs on a more discretionary basis.

Some of the messages that are resonating the best with customers and with beneficiaries include:

  1. ROUSH CleanTech recently achieved the lowest NOx certification by CARB, at 0.02 NOx.

  1. In-use emissions studies, such as the recently published West Virginia University study, are demonstrating that clean-diesel isn’t that clean when used in a typical school bus duty-cycle.

As of October 2018:

30 states have final plans:

Arizona, Arkansas, California, Colorado, Connecticut, District of Columbia, Georgia, Idaho, Illinois, Iowa, Kansas, Louisiana, Maine, Minnesota, Missouri, North Carolina, Nebraska, New Hampshire, New Mexico, Nevada, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, Tennessee, Utah, Virginia, Wisconsin and Wyoming.

16 states have draft plans:

Alaska, Delaware, Indiana, Kentucky, Maryland, Massachusetts, Michigan, Montana, North Dakota, New Jersey, New York, South Carolina, South Dakota, Texas, Vermont and Washington.

Six states are still developing their plans and are accepting comments:

Alabama, Florida, Hawaii, Mississippi, Puerto Rico and West Virginia.
